A Few Words on the Thermal Rehabilitation of Buildings
Thermal rehabilitation is an investment. The real estate value of thermal rehabilitated homes is superior to that of homes that have not been rehabilitated. Thermal rehabilitation represents the sum of all the measures and actions that lead to reducing heat loss, energy consumption and thereby reducing maintenance costs and hot water consumption, while improving hygiene conditions and thermal comfort inside the buildings.

About the Government Program for Thermal Rehabilitation of Multi-story Buildings
The stages covered by this program include:
- Increasing awareness and motivating the population through education;
- Promoting the use of district heating by cogeneration;
- Improving energy efficiency in public buildings and new residential buildings;
- Thermal upgrading of existing buildings.
Thermal Rehabilitation of buildings – The rule imposed by the EU for Romania's transition from the normative stage of the integration - by reference to the regulations of the community acquis, to the stage of Europeanization - by strengthening the socioeconomic system represents the biggest challenge for the period between the years 2005 and 2008. This process is, in fact, the second upgrading of Romania, after the first unfinished upgrading promoted until the eve of the Second World War!
The Government’s priority is to carry out investments in strategic sectors: European integration, infrastructure, health, education, agriculture and rural development, energy and environment. The major priority is sustained investments in all these sectors. - Thermal Rehabilitation Program Coordinators
Nationwide, the program is being coordinated by the Ministry of Regional Development and Housing. At a local level, the program is coordinated by City Halls.
- Thermal Rehabilitation Program Beneficiaries
Multi-story residential buildings that meet these criteria of technical selection:
- date of construction (building reception year), between 1950-1985, with priority to those with greater seniority;
- the climate area, the priority of sites being: Area IV, Area III, Area II, Area I; climate areas are established by technical regulations in force;
- height regulation of the building scheme, with priority to those with most levels;
- number of apartments, with priority to buildings with a greater number of apartments;
- surface area, with priority to those with a larger surface;
- recording mode (counted / overall) and thermal energy consumption in the last year for heating and domestic hot water, with priority to those counted and those with intensive heat registered in the last calendar year;
- the existence of aggravating factors with damaging effects to hygiene and health (dampness, mold, etc.)
- population density in the placement zone, with priority to those located in densely populated areas;
- The Stages of the Thermal Rehabilitation Program
- The recognition and inventory of multi-story residential buildings;
- Notifying associations of owners / tenants on the conditions of eligibility and technical criteria for selection and the financing for services and rehabilitation works for residential buildings;
- Approval, at the formal meeting of owners, of the decision of intervention for thermal rehabilitation of the building;
- Drafting and approval of annual programs;
- Signing of the Framework Convention between the annual program coordinator and the association of owners;
- Performing the energy evaluation and drafting the performance report;
- Issuing the Energy Performance Certificate and obtaining the certificate of urbanism;
- Performing the feasibility study (energy audit);
- Approval of technical-economic indices for the fundamental thermal rehabilitation solutions in the feasibility study;
- Designing of the thermal rehabilitation works (phase PT+CS+DE);
- Issuing of construction authorizations for thermal rehabilitation works;
- Execution of rehabilitation works;
- Final receptions of the works.

Financing
Cf. O.U. 18/2009:
"Article 13: Financing the execution of the intervention works provided by art. 4 and art. 6 are ensured by the following:
a) 50% from allocations from the state budget within the limits of funds approved annually for such purpose in the budget of the Ministry of Regional Development and Housing;
b) 30% from annual funds approved for this use on local administrations budgets and / or other sources legally constituted;
c) 20% from fund for repairs of the association of owners and / or other sources."
